OECD Studies Impact Innovation’s Governance in New Report
In November, the OECD published the report “Governance of Eco System Driven Missions – the Case of the Impact Innovation Programme in Sweden.” The report is the result of a study conducted by the OECD on behalf of Impact Innovation and presents insights and recommendations for Impact Innovation as well as for other countries aiming to work in a mission-oriented way.
The findings were presented at a seminar on November 5, by Piret Tönurist from the OECD Mission Lab and Jenny Engström from Impact Innovation, Vinnova. The insights from the report were further discussed in a panel conversation, which also included Darja Isaksson, Director General of Vinnova, and Jon Simonson from the Swedish Government Offices.
Key insights and recommendations:
- Flexible governance: Roles and responsibilities need to be clarified and adapted over time. Strategic coordination must be continuously developed.
- Clear and concrete theories of change: Strategic objectives must be articulated in a way that is both clear and sufficiently detailed to enable follow-up as well as being regularly updated.
- Capacity building and collective learning: Tailored support combined with shared tools and cross programme knowledge exchange is needed to continuously building capacity and capabilities.
